About This Scheme
The Chief Minister’s Green Taxi Scheme, part of the CM-ELEVATE Program by the Planning, Investment Promotion & Sustainable Development Department, Government of Meghalaya, promotes clean mobility and green entrepreneurship in the Greater Shillong Planning Area (GSPA). The scheme targets pollution reduction, electric vehicle adoption, and support for individuals, SHGs, and cooperatives. Entrepreneurs can receive up to 50% financial support on a vehicle’s on-road cost—5% by the entrepreneur and 45% by the Government—including EMI subsidy, branding assistance, and scrappage incentives. Implemented by the Urban Affairs Department with loans facilitated by partner banks, the scheme covers select Tata EV models with a ₹5 lakh subsidy cap. It aims to improve air quality, encourage sustainable transport, and contribute to Meghalaya’s $16 billion economy vision by 2032.
Eligibility
For Individual: 1. The applicant must be a permanent resident of Meghalaya. 1. The applicant must be between 18 and 58 years of age. 1. The applicant must hold a valid driving license. 1. The applicant must be a resident of the Greater Shillong Planning Area (GSPA). 1. The applicant must not be a credit defaulter with any bank. For Registered Entities 1. The entity must provide a valid Incorporation Certificate or Registration Certificate, as applicable. 1. The entity must be a recognized and registered taxicab operator, organization, Self Help Group (SHG), or cooperative based in the Greater Shillong Planning Area (GSPA). 1. The entity must have a registered office or a license to operate city taxis in the Greater Shillong Planning Area. 1. The entity must not be a credit defaulter with any bank.
Benefits
1. 50% of on-road vehicle cost supported (5% by the entrepreneur, 45% by the Government of Meghalaya) 1. 5% EMI co-payment support for 12 months (conditional on minimum 1500 km/month traffic compliance) 1. Credit linkage through partnered banks (MRB, MCAB, SBI, Shillong Co-operative Urban Bank) 1. Branding cost of vehicle borne by the Government (one-time) 1. Waiver of registration charges up to ₹1 lakh under Meghalaya Vehicle Scrappage Policy 2025 1. Rebate on motor vehicle tax up to 15% for scrapping old diesel/petrol taxis 1. Total maximum subsidy capped at ₹5,00,000 per vehicle 1. EMI subsidy provided monthly for one year based on usage and compliance
